Terminology

  • Council means the London Borough of Barnet
    • Child and Family Early Help means Child and Family Early Help of the Council’s Children’s and Families area
    • Child and Family Early Help Privacy Policies means all Personal Data policies held within the Child and Family Early Help
    • 0 – 19 Early Help Barnet Youth Website (‘BYES’) means the official website/system for Participants to enrol on the Positive Activities Programme; www.barnetyouth.uk, which is overseen by the Child and Family Early Help 
  • Traded Service & Programme Team means the team within the Child and Family Early Help responsible for organising the delivery of the Positive Activities Programme borough wide
    • Positive Activities Programme means projects and activities held for children, young people and families during the holidays or term time
  • Holiday Activity Food Programme (HAF Programme) means Government funded programme 
    • Delivery Dates means Dates for scheduled Holiday delivery during set year 
    • Organisation means Provider or freelancer submitting the quotation within the ITQ process.
    • Delivery Application means Organisations/Providers placing their delivery information on the 0 – 19 Early Help Register to be considered for Positive Activities face to face or online delivery and/or to be considered for the Holiday Activity Food Programme (HAF Programme) delivery. 
    • Data Protection Legislation means the DPA, the GDPR and all applicable law about the processing of Personal Data and privacy
  • DPA means the Data Protection Act 2018
    • GDPR means the General Data Protection Regulation (Regulation (EU) 2016/679)
  • Due Diligence means the list of requirements set by the Child and Family Early Help which the Organisation is required to meet in advance of commissioning and delivery of the Positive Activities Programme
  • Personal Data has the meaning given in the Data Protection Legislation
  • Lead contact means the individual at the Organisation who is the main point of contact with the Positive Activities Operational Lead 
  • Payments stands for all monies applicable to Participant payments for the Positive Activities Programme or applicable to invoicing carried out for the delivery of the Positive Activities Programme
  • Provider Agreement means this contract between the Organisation and the Child and Family Early Help
  • Provider Manual means the operational requirements issued to the Organisation upon agreement of initial commissioning.  The Organisation Manual will be updated on a yearly basis with any addendums or amendments. 

Delivery Application Guidance

The London Borough of Barnet, Child and Family Early Help are always reviewing activities for delivery to ensure we schedule new and vibrant options for children and young people in line with demand and the latest trends that hit street level.  If you think your Organisation has a delivery that may be of interest you are welcome to complete our delivery registration forms giving us more information.

The Traded Service and Programme Team are looking for Organisations to support the 0 – 19 Early Help Positive Activities online and face to face delivery throughout the holiday and term time periods from 2022 – 2023 as set out below:

The Child and Family Early Help requires a fluid and flexible approach to the planning and delivery of activities to meet the needs of young people in Barnet. As such bookings with Organisations who register are not guaranteed with the submission received.  The Traded Service and Programmes team aim to offer opportunities where possible to Organisations who offer quality delivery and value for money when scheduling delivery through a range of ways such as; spot purchases of places, holiday delivery, term time regular bookings to ad hoc one off events.

The Traded Service and Programme team split the delivery into the following areas:

  • 0 – 19 Early Help Delivery (PA holiday) 
  • 0 – 19 Early Help Delivery (PA term time)
  • HAF Programme 2022-2024

The delivery areas are then split into activity headings to ensure Organisations are placed in relevant areas for ease of quality and price consideration.

Organisations that would like their delivery to be considered must 

  • Organisations must complete all areas; Activity Detail, Delivery Questions, Pricing   Please note that you can save each page and come back to complete it. Once you have submitted your application on the last page you will not be able to edit any information.
  • Complete the due-diligence section including upload of relevant documents.
  • The Organisation are required to provide a minimum of two References of previous delivery carried out.  
  • Supply details of any other commissioned work being carried out within the London Borough of Barnet or the HAF Programme within a three-year period from the date of submission of this form.
  • Inability to complete the above will result in your Organisation not being considered for delivery.

Due diligence Check List

The Child and Family Early Help carry out due diligence checks on all Organisations that carry out activity delivery as part of our standard practice.  Organisations are required to have the following to be considered for delivery:

  1. PLI – Public Liability Insurance (£5M minium cover)
  2. Qual – Relevant Qualifications
  3. DBS – Disclosure for working with children
  4. Aff – Affiliation with a Recognised Club
  5. RAs – Risk Assessment for Activity
  6. Policies: 
    1. GDPR 
    2. Health and Safety 
    3. Safeguarding 
    4. Recruitment Policy
    5. Food and Safety (If relevant) 

Evaluation

Organisations that complete the delivery application will be assessed by price and quality through the delivery questions, responses will be scored according to the table below.

Successful Applications – What happens next

Organisations will be contacted directly by the 0 – 19 Early Help Traded Service to offer delivery bookings, if agreed, a Provider Agreement contract will be issued.   Additional information for the Once this occurs additional information will be requested as set out below. 

Organisations will be required to supply details of any other commissioned work being carried out within the London Borough of Barnet from the Provider Agreement issue date.  

Organisations will be required to provide information for payments via the finance processes set within the London borough of Barnet. 

Organisations will be required to attend Provider Meetings for delivery briefings and evaluations for delivery
